- Go to Setup>Manage Cloud Control>Upgrade Agents
- Click "Not Upgradable Agents"
- Following the recommendation to fix the issue
- Once resolved try to upgrade the agent again.
Another way to check "Not Upgradable Agents"
- Go to Setup>Manage Cloud Control>Agents
- Click the link "Not Upgradable"
- Review the reason
